Can we upload Powerpoint and Publisher files to course assignments? Apparently it's not possible right now.

Some subjects would definitely benefit from graphically rich content being allowed in submitted assignments - sometimes it needs a Publisher document or the like to do justice to the assignment. This has been specifically requested by one of our teachers.

Students are able to add PowerPoint files to their assignments.  When you set up the assignment, make sure you did not check "use plagiarism control" this control will not accept PowerPoint.
