Currently, with most courses, administrators are trying to disable a question, the message comes "You’re almost there. Please check your entry and try again. You can't deactivate this test because someone is currently taking it." even though nobody is taking the test, and nobody is connected to it or has access. This does not happen with all courses, just some. It is highly annoying and the only option is to delete the question and lose the student responses.
It would be a great idea to let administrators disable questions when they need to.

Thanks for your feedback. First I would like to clarify - I understand your input to mean you want to disable a TEST, not an individual question within the test.
If you get that message, it means someone started answering the test without completing. Please check in the results page by selecting "Ongoing attempts". Also if someone answered and were later "unassigned" from the test, this scenario would occur.
We have plans to implement an option to delete ongoing attempts to alleviate this issue.
