That we as administrators can turn on that new (and old) users have by default turned on notifications to their email address.

I assume this is about email notification settings, for which the current default is 'Don't send notification emails'. Yes, it would definitely be a great idea to allow admin to change the default to sending (hourly/daily/weekly) email notifications.

Sure, it should be default to have the ability to use Email.
This is highly requested by the students too!
